Under this notice, Rastriya Samachar Samiti invites applications from eligible Nepali citizens for permanent posts to be filled through Open and Inclusive competitive examinations.

General Requirements

• Copy of certificate of educational qualification.
• Copy of citizenship certificate.

For Inclusive Group Candidates

• If applying under an inclusive group category, must attach documents proving inclusive group status (as per the advertisement requirements).

For Candidates With Foreign Educational Qualifications

• If educational qualifications were obtained from a country other than Nepal, must mandatorily submit a copy of the equivalency certificate along with the educational documents.

For Positions Requiring Experience

• Must mention experience details in the application form.
• The experience details must be certified by the head of the office/organization where the candidate worked.

Last Date For Submission Of Application

• 2083/03/32. Applications may still be submitted with a double fee until 2083/04/07.
• If the last day falls on a public holiday, applications may be submitted on the next working day. The double-fee period is not counted toward age, qualification or experience calculations.

Rastriya Samachar Samiti Vacancy – Eligibility Criteria (Minimum Educational Qualification)

(A) For Internal Competition

For Officer-Level Positions

• Must have completed 4 years of permanent service at a post 1 level below the position applied for.

For Assistant-Level Positions

• Must have completed 3 years of permanent service at a post one level below the position applied for.

Additional Requirement (Applicable to Both Levels)

• Must hold the minimum educational qualification prescribed for the Open category of that lower post.

(B) For Open Competition

• RSS Service, News Group, Level 8: Master’s degree in Mass Communication and Journalism, OR a Master’s degree in any subject with 5 years of news collection/editing experience (2 years less for PhD holders).
• RSS Service, News Group, Level 6: Bachelor’s degree in Mass Communication and Journalism, OR a Bachelor’s degree in any subject with 3 years of relevant news experience.
• RSS Service, Finance & Administration Group, Level 6: Bachelor’s degree or equivalent.
• RSS Service, Technical Group (Computer), Level 6: Bachelor’s degree or equivalent in Computer Engineering, Computer Science, or Information Technology.
• RSS Service, News Group, Level 4: Certificate-level qualification in Mass Communication and Journalism, or SLC/Grade 12, plus at least 2 years of relevant news experience.
• RSS Service, Finance & Administration Group, Level 4: Proficiency Certificate level or Grade 12 (or equivalent).

Notice 2 – Rastriya Samachar Samiti Employee Promotion Notice – Performance Evaluation Basis

A separate notice invites applications for promotion through performance evaluation. Eligible employees must apply within 30 days of the publication date (2083/03/12).

This notice covers 22 posts across 11 categories, from Senior Assistant (Level 5) up to Deputy General Manager (Level 11).

Conditions For The Performance Evaluation Promotion Notice

• The candidate must not be disqualified for promotion under Regulation 63 of the 2082 Regulations.
• The candidate must complete the service period prescribed under Regulation 61 at a post one level below and hold the minimum educational qualification. Women, indigenous nationalities, Madhesi, Dalit, differently-abled and candidates from backward regions may qualify with one year less service than prescribed.
• Performance evaluation marks are calculated up to the end of Ashad (mid-July) – other marks are calculated up to the last date for submitting the application.
• A certified copy of equivalence determination is compulsory where applicable.
• All columns of the application form must be filled in clearly.

• Paste a recently taken passport-size photograph in the designated place on the form.
• Attach one copy each of certificates for educational qualification, training, experience and Nepali citizenship.
• Deposit the examination fee in RSS’s current account (No. 1430100002474001) at Rashtriya Banijya Bank, Thapathali, and attach the voucher with the application.
• Submit the completed application at the RSS Central Office, Bhadrakali Plaza, Kathmandu, before the applicable last date.
• Candidates applying for inclusive-group vacancies must fill a separate first page of the application form for each group and indicate all applicable categories on the admit card – only one roll number and admit card will be issued.

Documents Required For Inclusive Group Candidates

• Madhesi: A certifying document issued by the government-designated institution or (until such designation) by the Chief District Officer on recommendation of the concerned local body.
• Indigenous Nationalities: A document based on the National Foundation for Development of Indigenous Nationalities Act list, with surname certification from the Chief District Officer where required.
• Dalit: A document based on the National Dalit Commission’s list, with surname certification where required.
• Differently-Abled Persons: A disability identity card issued by the Social Welfare Council or the concerned local level, indicating the disability classification.

Important Notes And Terms & Conditions

• Level 4 (Non-Technical) applicants must attach proof of having passed the Public Service Commission’s pre-qualifying exam dated 2082/07/15.
• The candidate must not be disqualified under the 2082 Employee Service Regulations.
• Open and Inclusive category exams under each service/group are held jointly in a single sitting.
• Candidates whose forms fall under more than one group need submit only one copy of each required document.
• The double-fee period does not count toward age, qualification, training or experience.
• Applications that are late, incomplete, unpaid or below the minimum qualification will not be accepted.
• Current RSS employees are not eligible to apply for a post of the same level they already hold.
• The Recruitment Committee reserves the right to reject any application without assigning a reason.
• Examinees must use only black ink; answer sheets in any other ink will be cancelled.
